What is CDM 2015?
CDM 2015 (the Construction Design and Management Regulations 2015) is the main law governing health and safety on construction projects in Great Britain; Northern Ireland has separate CDM 2016 rules. It applies to virtually all construction work — including domestic extensions, loft conversions, and refurbishments — regardless of project size or whether the client is a homeowner or a business. The regulations set out clear duties for clients, designers, principal contractors, contractors, and workers, with the aim of reducing injuries, ill health, and fatalities on construction sites.
On domestic projects, regulation 7(1) transfers the homeowner's CDM client duties automatically to the contractor where there is only one contractor, to the principal contractor where there is more than one contractor, or, where there is more than one contractor, to the principal designer where there is a written agreement that the principal designer will fulfil them. This means that as a sole trader or small builder, you are responsible for producing a Construction Phase Plan, managing site safety, and maintaining appropriate records — even on a single-person job.
